On a government-funded engagement the technical work is only half of what is assessed. The other half is whether it can be evidenced afterwards: what was done, by whom, under what controls, and whether the records would survive somebody looking closely.
Primary contractors carry that obligation, and it flows down. A subcontractor who does excellent work but cannot produce documentation creates a problem for the party who engaged them.
We work on the assumption that everything may be reviewed. That is a different working habit from ordinary commercial IT, and it is the reason we are asked back.
